Govt. Outsource Policy Part – II approved vide Haryana Government General Administration
Department (In General Services – II Branch) No. 16/7/2015 – IGSII Dated 06 April 2015
against the sanctioned posts in the bank as per Govt. instructions and provisions of the Haryana
Central Coop. Bank’s Staff Service (Common Cadre) Rules 1975. The above said outsource
policy has also been forwarded with the direction to implement the same in to vide letter No.
KC/2017/C – I/4979 Dated 17/05/2017.

Clerk :- 40 Posts (40 (Gen – 11, SC – 8, BCA – 7, BCB – 5, ESM Gen. – 3, ESM SC – 1,
ESM BCA– 1, ESM BCB – 1, OSP SC – 1, OSP BCA – 1, PHC Gen. – 1).
Qualification :
i. Graduation with 55% marks or Commerce Graduate with 50% marks.
ii. Knowledge of Hindi/Sanskrit upto Matric standard.
iii. State Eligibility Test in Computer Appreciation and Applications (SETC) conducted by
HARTRON or any other authorized agency approved by Government.
iv. Test in Computer Appreciation and Applications (SETC) along with a Test in typing
speed in accordance with the syllabus as the State Government may specify from
time to time and will be conducted by Haryana State Electronic Development
Corporation Limited (HARTRON) or any other authorized agency as approved by the
Government. The Pass Certificates issued by Haryana State Electronic Development
Corporation Limited (HARTRON) or any other authorized agency as approved by the
Government shall be accepted as an evidence of the fulfillment of the prescribed
condition of the Service Rules.
v. The system for the State Eligibility Test in Computer Appreciation and Applications
(SETC) would contain Word Processing, Internet Browsing and E – mail management
only or as revised by the competent authority from time to time.
vi. Typing speed of 30 words per minute in English and 25 words in Hindi converted
with equivalent key depressions in both cases as the typing speed would be tested
on computers.
vii. The candidates/employees possessing any of the following qualifications are
exempted from taking the State Eligibility Test in Computer Appreciation and
Applications (SETC).
a. M.Tech/B.Tech. (Computers), MCA, BCA.
b. Basic computer Literacy Certificate from any recognized centre established under the
National Institute of Electronics & Information Technology (NELIT) (erstwhile DOEACC
Society).
c. Haryana State Certificate in Information Technology (HS-CIT) from the authorized
Learning Centers (ALCs) of the HKCL.
d. Candidates/employees who have already passed the SETC and the same is valid at the
time of joining the service. The State Eligibility Test in Computer Appreciation and
Applications (SETC) passed by any candidate earlier shall be considered valid for a
period of 5 years from the date of issue of such certificate by Haryana State Electronic
Development Corporation Limited (HARTRON) or any other authorized agency as
approved by the Government.
e. Physically disabled candidates i.e. amputation of hand (Left and Right), Amputation of
upper limbs, paralysis of Radial Nerve (Redial Nerve Palsy) either upper limbs.
Declination degenerative disorder effecting the nervous system which may cause
paralysis and atrophy of the hand and its muscles and Visually Handicapped.
However, these candidates/employees, with the exception of those mentioned under sub
para (e) above, shall be required to clear the ‘Typing Test’ being part of the State Eligibility
Test in Computer Appreciation and Applications (SETC).
Salary: 50% of the initial pay (Pay in Pay Band + Grade Pay + DA as admissible from time to
time) of fresh entrant regular employee after 01/01/2006 subject to minimum as
fixed by State Govt.
Age : - 18 – 42 Years.

Qualification : Ex – Service Man.
Salary: 50% of the initial pay (Pay in Pay Band+ Grade Pay + DA as admissible from time to
time) of fresh entrant regular employee after 01/01/2006 subject to minimum as fixed
by State Govt.
Age: - 18 – 42 Years.
Cat. No. 3
Peon: 23 Posts (Gen – 7, SC – 4, BCA – 3, BCB – 2, ESM Gen. – 2, ESM SC – 1, ESM BCA – 1,
ESM BCB – 1, EBC – 2).
Qualification : Middle Class Passed.
Salary: 50% of the initial pay (Pay in Pay Band + Grade Pay + DA as admissible from time to
time) of fresh entrant regular employee after 01/01/2006 subject to minimum as fixed
by State Govt.
Age: - 18 – 42 Years.
Cat. No. 4
Driver : 1 (Gen. – 1).
Qualification :
1. 10+2 Class Pass.
2. License holder for lorry/light vehicle.
3. Preference to ex-service man.
Salary: 50% of the initial pay (Pay in Pay Band + Grade Pay + DA as admissible from time to
time) of fresh entrant regular employee after 01/01/2006 subject to minimum as fixed
by State Govt.
Age: - 18 – 42 Years.
Fees: Application fee Rs. 400/- for General Category and Rs. 100/- for reserved categories
through bank draft payable in the name of General Manger, The Jhajjar Central
Cooperative Bank Ltd; Jhajjar payable at Jhajjar.
1. Ex-servicemen and Physically handicapped candidates are exempted from application
fee.
2. Women applicant shall be granted 50% concession in application fee.
Age: Age relaxation of 5 years in case of SC and BC. In case of Ex-servicemen total service
rendered in Army + 3 Years.
Provided: -
A. He has rendered continuous military service for a period not less than six months before
his release.
B. He was released otherwise than by way of dismissal or discharge on account of
misconduct or inefficiency.
General Terms and Conditions for all the advertised posts under: -
1. The candidate who is already in Govt./Semi Govt./Corporation or autonomous Body
Service should apply through proper channel and he/she may send his/her advance copy
of application to avoid delay but the application through proper channel should reach in
due course of time or produce “No Objection Certificate” at the time of written/typing
test otherwise he/she will not be allowed/considered for test.
2. Submission of incomplete application form i.e. without attested copies of
testimonials/academic career/experience certificate or unsigned application form etc.
may render the candidate ineligible.
3. The numbers of posts are liable to increase or decrease either way, including complete
withdrawal without assigning any reason.
4. The abbreviation G.C. Stands for General Category, SC for Scheduled Caste and BC for
Backward Classes, PH for Physically Handicapped and ESM for Ex-serviceman.
5. The reserved posts are only meant for Haryana Domicile.
6. Two passport size photographs duly attested to be affixed on the application form.
7. The posts of reserved categories will be filled up as per latest Govt.
instructions/applicable issued from time to time.
8. In case of candidates belonging to Scheduled Caste and Backward Class category
applies against General Category post he/she should fulfill the conditions of eligibility
regarding age/application fee etc. as are meant for General Category candidates as per
Govt. instructions.
9. The prescribed qualification and the age limit shall be reckoned on the closing date for
the submission of the application.
10. The decision of the appointing authority in all matters relating to acceptance or rejection
of applications, eligibility/suitability of the candidates mode and criteria for selection etc.
will be final and binding on the candidates.
11. The applications received after the closing date will not be entertained. The bank will
not be responsible for any postal delay or loss of application.
12. Schedule of written test/computer typing test/driving test etc. shall be displayed on the
website of the bank. No separate call letters will be sent by post. The applicants are
advised to check the website regularly.
13. All disputes pertaining to the recruitment of various posts shall fall within jurisdiction of

Selection Criteria
1. Clerk: -
A. The candidate is required to pass a computer type test at the speed of 30 words per minute in
English or 25 words in Hindi converted with equivalent key depressions in both cases as the
typing speed would be tested on computer. Candidate will require to qualify the test at the
speed of 8000 key depressions per hour in M.S. Word.
B. The written test will be of 90 marks.
C. 10% marks will be awarded as per norms fixed by Haryana Govt.
D. The candidates who qualify the computer test at the prescribed speed will only be allowed to
appear in the written test.
E. The detail of computer typing test and written test will be uploaded on the website of the bank
shortly.
2. Guard: -
A. The detail will be uploaded on the website of the bank shortly.
3. Peon: -
A. The detail will be uploaded on the website of the bank shortly.
4. Driver: -
A. Written Test as well as Driving Test.
B. The candidates who qualify the Driving Test will be allowed to appear in the written test.
